i. Hindrance can be raise by any user (contractor or Dept. User)
ii. User should able to select through Map for raise Hindrance
iii. User needs to fill required details like Hindrance on, Date of Occurrence, Hindrance details and remarks along with capture Image and Expected date of Overcome
iv. User needs to submit for validation for department user
